Who is eligible to participate?

An individual is eligible to participate if they meet the following requirements:

1. Is a citizen or national of the United States, a permanent resident of the United States;
   or
   Is in the United States for other than a temporary purpose and provides evidence from the Immigration and Naturalization Service of his or her intent to become a permanent resident.
2. Expresses a desire to enroll, or is enrolled, in an educational program and requests information or assistance in applying for admission to, or financial aid for, such a program;

AND MEETS ONE OF THE FOLLOWING REQUIREMENTS…

1. Meets certain income guidelines; and/or
2. Is an individual neither of whose parents received a baccalaureate degree (4 year college degree).
